TENNILLE DECOSTE

Position: Executive Chief of Human Resources

Ms. Decoste brings a wealth of human resources and municipal government experience to the role. Most recently, Ms. Decoste served the City of Miramar as the Division Director of Civil Rights and Employee and Labor Relations for 1200 employees. During her five years in the position, she maintained a constant partnership with the City’s Leadership Team to provide consultation and coaching on matters related to classification and compensation, recruitment, benefits, legal compliance, statutory reporting, training and development, policy implementation, employee and labor relations, diversity, equity and inclusion, change management, among other duties. Previously, she served as the Director of Human Resources for the City of Delray Beach, Florida. In this role, she directed all functions of human resources servicing over 900 employees. 

Ms. Decoste’s experience also includes holding human resources roles at Miami-Dade County, Miami-Dade Transit and Miami Dade County Central Human Resources servicing over 29,000 employees. Ms. Decoste is the Immediate Past President of the Florida Public Employer Labor Relations Association (FPERLA) and the President-Elect of the International Public Management Association for Human Resources (IMPA-HR) and President of the Palm Beach County Black Caucus.

She holds a BA in Public Administration and MS in Human Resources Development and Administration from Barry University. Among her certifications from Cornell University is certification in employee relations, investigations, diversity and inclusion. She also is certified in Civil Circuit Court Mediation and CLRP – Labor Relations.
