John Lockhart is Palm Tran’s Chief Operations Officer. He has over a decade of experience overseeing bus operations. Prior to Palm Tran, he served as Director of Transportation at the Transit Authority of River City (TARC). Prior to TARC, John spent seven years with the Clark County School District, where he managed the routing and scheduling department, overseeing the transportation of more than 135,000 students daily across 1,500 bus routes. 

As Chief Operations Officer Mr. Lockhart is responsible for oversight on all Palm Tran operations, safety, maintenance and critical projects. 

He holds a Bachelor’s degree in Geography and Environmental Analysis from the University of Louisville and is certified as an Advanced Storm Spotter with the National Weather Service. He also holds certifications in ADA, NTD, Title VI, and Crisis Communication. Additionally, Mr. Lockhart worked on and assisted in the creation of Georgia’s first Storm Water Utility and a Hurricane Outage Management System for Bermuda Electric and Light Company
